Solution to Pakistan’s Precarious Situation

Lately, Pakistan has been rocked by unprecedented levels of violence, as the Pakistani army intensifies military operations against the Taliban in the tribal areas. The latest bomb blast near the Afghan border is the ninth in two weeks in and around Peshawar the capital city of Pakistan’s North Western Frontier Province (NWFP). Pakistan’s most populous province Punjab has also suffered a similar fate. Frequent bomb blasts have ravaged cities and have left people too scared to venture out. Only Karachi notorious for violence has witnessed relative calm in midst of the pandemonium that has enveloped the whole country.
The exceptional level carnage and the unusual pattern of bombing civilian targets have prompted many respected commentators to question Pakistan’s blind support for America’s war on Islam, and more importantly point the finger at the US embassy and the infamous US security contractor company called Blackwater or Xe as it now known. According to a report in the Pakistani English newspaper The Nation some 202 Blackwater mercenaries arrived in Pakistan on Tuesday, 3 November 2009. The paper also reported that ex-Army Chief of Staff, Mirza Aslam Beg, had claimed “that former President Pervez Musharraf had given Blackwater the green signal to carry out its terrorist operations in the cities of Islamabad, Rawalpindi, Peshawar and Quetta”. Other reports suggest that Blackwater personnel are staying at the Pearl continental in Peshawar. The hotel is earmarked to be bought out by the US embassy as part of a $1 billion programme to expand and fortify America’s footprint in Pakistan. Even the Taliban have blamed the upsurge in violence on Blackwater. On November 16 2009, Al Jazeera reported that a spokesman for the Pakistani Taliban claimed that the firm, was involved in an attempt to discredit the militants by staging deadly attacks.
Apart from conducting covert or ‘false flag’ operations, America is planning to pry open Pakistan’s nuclear weapons’ command and control policy. Seymour Hersh an investigated journalist quoted a former US intelligence official as saying: “The Pakistanis gave us a virtual look at the number of warheads, some of their locations, and their command-and-control system … We got their security plans, so we could augment them in case of a breach of security.” Other media reports have alluded to US establishing bases near Islamabad under the pretext of training Pakistani security officials. What could such bases serve other than undermine Pakistan’s nuclear assets and prevent the collapse of Kiyani and Zardari— the chief architects of American endeavors to physically occupy Pakistani without formal declaration of war.

Yet despite the glaring media reports about America’s involvement in the acts of terror perpetrated on Pakistani soil and her desire to control Pakistan’s nuclear assets, the Pakistani media is unable to distinguish who is the main enemy of the Pakistan— the US or Taliban. On the contrary, the media is determined to spew out venom against Taliban in a desperate bid to galvanize support for military operations against the Taliban and their associates in the tribal belt. The official view propagated by the media that ‘This is our war’ and ‘The Taliban are Pakistan’s enemy’ only serves to entrench America’s hegemony over Pakistan.
Equally callous is the view that the Taliban are righteous fighters and that the indiscriminate slaughter of women and children is justified. Taliban is not a monolithic movement. Rather it is a loosely knit group made up of Pakistani militants, foreigner fighters, Afghan Mujahideen and other groups. The absence of an organized structure allows many foreign powers to finance, equip and infiltrate some elements from the movement, and use them to serve their own political objectives.
The correct Islamic response to this situation is to make reconciliation between all of the aforementioned groups and the Pakistani army by removing those leadership elements that are subservient to foreign powers. Allah says ‘If two parties among the Believers fall into a quarrel, make ye peace between them: but if one of them transgresses beyond bounds against the other, then fight ye (all) against the one that transgresses until it complies with the command of Allah; but if it complies, then make peace between them with justice, and be fair: for Allah loves those who are fair (and just). [49:9].
In the above ayah fighting is only permitted to make a group of believers yield to Allah’s command and not to America’s command or the command of any foreign power. Once the Taliban and the Pakistani army are united under single leadership then they should work to rid the whole region of crusaders. This can only be achieved if the Muslims of Afghanistan and Pakistan collaborate together for the re-establishment of Khilafah Rashida and give bayah to the Khilafah who will not only unify them but protect them. The messenger of Allah said, “The Imam is a shield, you fight from behind him and are protected by him.”

الحل للخروج من أزمة باكستان الخطيرة
لقد اجتاحت باكستان مؤخراً سلسلة من أعمال العنف التي لم يسبق لها
مثيل، حيث شن الجيش الباكستاني عدة هجمات عسكرية على طالبان في منطقة القبائل، فكانت تسع هجمات خلال أسبوعين على الحدود الفاصلة بين باكستان وأفغانستان وفي منطقة بيشاور عاصمة الإقليم الشمالي الغربي، كما عانى إقليم البنجاب وهو أكثر الأقاليم ازدحاما بالسكان ما يشبه معاناة الإقليم الشمالي الغربي، حيث خربت العمليات التفجيرية المدن وأصبح الناس متخوفين من الخروج من منازلهم، بينما بقيت كراتشي في ظل هذه الفوضى العارمة هادئة نسبيا على الرغم من أنها المدينة التي عُهد عليها المشاكل والقلاقل.

إنّ حملة القتل المجنونة هذه والعمليات التفجيرية غير الاعتيادية التي استهدفت المدنيين دفعت بالكثير من المراقبين للسؤال عن جدوى تأييد باكستان لأمريكا في حربها ضد الإسلام، والأهم من ذلك الإشارة بأصابع الاتهام إلى السفارة الأمريكية في باكستان وإلى الشركات الأمنية سيئة الصيت من مثل شركة Blachwater والتي أصبحت تعرف الآن باسم Xe. فبحسب صحيفة باكستانية ناطقة بالانجليزية (the nation) فإنّ أكثر من 202 من المرتزقة العاملين في شركة Blackwater قد وصلوا إلى باكستان الثلاثاء الثالث من تشرين الثاني 2009. وقد نقلت الصحيفة عن رئيس أركان سابق “ميرزا أسلام بيغ” القول بأنّ ” الرئيس السابق برويز مشرف كان قد أعطى شركة Blackwater الضوء الأخضر للقيام بعملياتها الإجرامية في المدن الباكستانية”. وقد ذكرت تقارير أخرى بأنّ عملاء شركة Blackwater يقيمون في فندق في بيشاور. وهذا الفندق تابع للسفارة الأمريكية وهو جزء من برنامج تابع للسفارة الأمريكية تكلفته بليون دولار مخصص لتوسيع وترسيخ الوجود الأمريكي في باكستان، وقد اتهمت طالبان شركة Blackwater بالوقوف وراء العمليات التفجيرية، ففي السادس عشر من تشرين الثاني 2009 نقلت قناة الجزيرة عن متحدث باسم حركة الطالبان القول بأنّ المقصود من العمليات التفجيرية في باكستان هو الحط من قيمة المجاهدين وجهادهم.
إلى جانب قيام أمريكا بهذه العمليات المصطنعة فإنّها تخطط للسيطرة على السلاح النووي الباكستاني ورسم سياسة استخدامه، فقد نقل الكاتب الصحفي “سيمور هيرش” عن ضابط مخابرات أمريكي سابق القول بأنّ ” باكستان تزودنا بتقديرات تقريبية لعدد الرؤوس النووية الباكستانية وعن أماكن تواجد بعضها، وعن القائمين على إدارتها وعن نظام تشغيلها… نحن نمتلك خطتها الأمنية لذلك فعندنا القدرة على حمايتها في حالة الانفلات الأمني في البلاد” وقد أشارت تقارير أخرى عن تدشين قواعد عسكرية أمريكية قريبة من العاصمة إسلام أباد تحت ذريعة تدريب قوات أمنية باكستانية، فما فائدة هذه القواعد سوى مراقبة السلاح النووي الباكستاني والحيلولة دون الإطاحة بنظام كياني وزارداري- وهو ما يشكل عماد المشروع الأمريكي لاحتلال باكستان عسكرياً من دون الإعلان عن اندلاع حرب لتحقيق لذلك!
بالرغم من كثرة ووضوح التقارير الصحفية التي تثبت وقوف أمريكا وراء العمليات الإجرامية على الأراضي الباكستانية ورغبتها في التحكم بالسلاح النووي الباكستاني، فإنّه مع ذلك ما زال الإعلام الباكستاني غير قادر على تمييز عدو باكستان إن كان أمريكا أو طالبان. بل وأكثر من ذلك فقد نفث الإعلام الباكستاني سمومه ضد طالبان لتأييد موقف الحكومة في شن العمليات العسكرية ضد طالبان وشركائهم في منطقة القبائل، فقد كان شعار الإعلام الباكستاني “هذه حربنا” و ” طالبان عدوة باكستان” ولا يخفى على عاقل بأنّ هذه الشعارات لا تخدم إلا هيمنة أمريكا على باكستان.
وبالنسبة لوجهة النظر التي تقول بأنّ طالبان مقاتلون مستقيمون، وأنّ قتل النساء والأطفال مبرر، فإنّ حركة طالبان ليست حركة متجانسة الاتجاهات، بل هي مجموعة حركات مكونة من مقاتلين باكستانيين ومقاتلين أجانب ومجاهدين أفغان وآخرين، فغياب التنظيم المنضبط سهل على القوى الأجنبية دعم وتسليح واختراق بعض مجموعات طالبان لاستخدامهم في تنفيذ مخططاتهم السياسية.
إنّ الحل الصحيح للخروج من هذا الوضع هو اتحاد مختلف الحركات المذكورة مع الجيش الباكستاني للإطاحة بالقيادات الخائنة التي أسلمت البلاد للقوى الأجنبية فالله سبحانه وتعالى يقول” {وَإِن طَائِفَتَانِ مِنَ الْمُؤْمِنِينَ اقْتَتَلُوا فَأَصْلِحُوا بَيْنَهُمَا فَإِن بَغَتْ إِحْدَاهُمَا عَلَى الْأُخْرَى فَقَاتِلُوا الَّتِي تَبْغِي حَتَّى تَفِيءَ إِلَى أَمْرِ اللَّهِ فَإِن فَاءتْ فَأَصْلِحُوا بَيْنَهُمَا بِالْعَدْلِ وَأَقْسِطُوا إِنَّ اللَّهَ يُحِبُّ الْمُقْسِطِينَ }الحجرات9.
فبحسب الآية فإنّ الاقتتال بين المسلمين لا يجوز إلا لإجبار أحد الفريقين للانصياع لأمر الله سبحانه وتعالى وليس للانصياع للإرادة الأمريكية أو لأي إرادة أجنبية أخرى. فيجب عليهما الاتحاد تحت قيادة واحدة مخلصة والعمل سويا للقضاء على جميع أشكال الوجود الصليبي في المنطقة، وهذه الغاية لن تتحقق ما لم يعمل المسلمون في أفغانستان وباكستان جنباً إلى جنب لإقامة دولة الخلافة وإعطاء البيعة للخليفة الذي يوحدهم ويحميهم مصداقا لقول رسول الله صلى الله عليه وسلم “إنّما الإمام جنة يُقاتل من ورائه ويتقى به”

“Allah, sizlerden îmân edip sâlih amel işleyenleri, kendilerinden öncekileri yeryüzünde Halîfe kıldığı gibi onları da yeryüzünde Halîfe kılacağını, onlar için seçtiği dinlerini (İslam’ı) yeryüzünde hâkim kılacağını, (geçirdikleri) bu korkularını güvene çevireceğini vaat etti. 10 Şubat 2010 tarihinde Hizb-ut Tahrir / Pakistan Vilâyeti, Pakistan’ın ticari merkezi olan 20 milyon nüfuslu Karaçi kentinde büyük bir yürüyüş düzenledi. Zerdari’ye bağlı emniyet güçleri yürüyüşe katılmak isteyen yüzlerce kişiyi zorbaca engellemek isteyerek kimlik soruşturmasına tabi tuttular.
Yürüyüş; Amerikan yargısının Pakistan’lı saygıdeğer nörolog Afiyet Sıddıki hakkında beş yıl süreyle Amerikan despotluğunun esareti altında işkence görmesi ve üç çocuğundan mahrum edilmesi sürecinden sonra işlemediği bir suça rağmen, suçlu bulmasını protesto etmek amacıyla düzenlenmiştir.
Yürüyüş esnasında göstericiler “Ey Pakistan ordusu, Afiyet’in öcünü al, Hilafeti yeniden kur”, “Amerikan varlığına son” gibi afiş ve pankartlar taşıdılar. Yürüyüşçüler ayrıca İslam beldelerindeki Amerikan varlığına son verecek ve beldeleri kalkan misali her türlü vahşilikten koruyacak Hilafetin yeniden kurulması için, Pakistan ordusundan nusret talep ettiler.
