We Don’t Even Match Up With Pakistan – says Indian Air Force Chief
November 20, 2009
New Delhi, India
Two days after he said women could be recruited as fighter pilots only if they did not become mothers till a certain age, Vice Chief of Air Staff Air Marshal P K Barbora on Thursday took a swipe at the political class, saying politics over defence purchases impinged “very badly” on the country’s military requirements.

“As far as defence goes, we don’t even match up with Pakistan,” Barbora, while referring to Defence exports, told an aerospace seminar organized in New Delhi by the CII.
“The internal politics over the years is such that whatever defence requirements are cleared by the government, they are opposed by the opposition parties and the same happens when roles change and the opposition sits in government. That impinges very badly on our defence requirements.”
He asked the private defence industry to take note of the China example on reverse engineering of defence technologies. “Forget about ethics. China has done reverse engineering. Has anyone ever had the courage to ask China why are you doing it? No one cares a hoot. If you can’t do it yourself, you should know how to do reverse engineering.”
He took on the defence PSU sector, especially in the aviation industry, saying India does not even contribute to one percent of the global industry. He said Indian PSUs have remained happy manufacturing doors of Airbus aircraft while China has gone ahead and started mass producing commercial jets.

Now I knew the reality behind this quote of Barbora. He told right thing but it was not about strength or war ability but it was related to the defense spending.
Pakistan and China both spend more than 4% of their GDP but India spend less then 3%. His quote was about this. Think, if India decides to spend 5% on it’s defense then within few years India will attain superiority in military technology and strength.
Brother, as the article notes, Barbora is referring to the defence exports, not spendings! Moreover, Pakistan’s defense budget is many times higher than you said; for the year 2008-2009, it was 296 Billion and was expected to increase by 10-15% (345 Billion) for year 2009-2010 and accordingly, was allocated 343 Billion.
Are you saying that Pakistan arms export is higher then India? If this is so then give me proof, I want to check the authenticity of it.
Now about defense spending so India is planning to modernize it’s forces very rapidly. India has a huge plan for all forces modernization including Army, Navy and Air Force. For this you’ll see how dramatically India’s defense budget will raise. Wait for next Budget for India and see the defense spending.
I’m not saying anything else than what I said; that Barbora referred to defence exports- as the article reads in the 2nd paragraph- and not as you deliberately assumed and concluded in your comment that “it was not about strength or war ability but it was related to the defense spending“. So, kindly do not assume at my part as to what I am saying, rather stick only to my very words of my own writing.
Though the reference had already been attached to the link (under the text 343 Billion) in my previous reply. But here you go with yet another, in Urdu for you:
- Defence spending for Year 2009-2010, as allocated: PKR 342.9 Billion; (13.856% of total)
I have been observing since past few years that India is cleverly deploying a tactic to cover their Massive all round Militarisation. India defence services and policy makers is using the old scare tactics to gain more and more funds to arm themselves to teeth. The US uses this tactic to gain more funds from the congress. Even after their complete superiority in military around the world, they scare the american public and policy maker to gain more funds to continue their military expansion.
Arihant class ssbn 6000 tons( 1 In trials, total 5 planned/or in various stages on construction)
India is cleverly using the same. They are crying about the depletion in their aircraft fleet and demanding more funds for newer aircraft on the top of the current aquisitions. Just look at the facts…they had just retired 300 late model 1960’s era soviet Mig-21’s but they had already inducted nearly 140 sukhoi-30mki 4.5 gen heavy fighters and eventually decided to deploy near about 230 sukhoi in all. but recently they went ahead and purchased 50 more sukhoi’s taking the total to 280-300(Including trainers.reserves).apart from that they are in the process of purchasing another 126 new multi role fighter with the option of 74 more taking the total to 200 top of the line multi role combat jets. also the Indian navy had ordered an additional 39 Mig-29UB apart from the 16 previously ordered taking the total to 45 mig-29ub.
Their latest procurement list:-
1) Su-30mki( 280 total)…in process
2) Phalcon AWACS( 3 contracted, agreement for 3 more units to be signed
3) 2000 T-90 MBT’s
4) 6 sorpene subs contracted, 6 amur class subs contract in process
5) Krivak-3 stealt frigate(3 inducted,3 under construction, navy planning to procure 3 more)
6) P-15A kolkata class 7000 tons Guided missile destroyers(3 under construction,total 7)
7) P-17 shivalik class 5000 tons guided missile frigate( 1 commissioned, 12 planned in batches)
9) Akula class SSN(1 will be indicted in Indian navy by feb 2010, trials near completion)
10) P-8i posiedons MRA (8 ordered)
11) 2 long range surface to air missile development contract with Israel.( for details visit any defence website, a very common information)
12) klub, harpoons, exocet, bhramos anti ship missiles for Navy..
the list is very long, and hence clearly focuses on Indian military expansionism plans. India face no conventioanl military threat from Pakistan nor Pakistan has the capability to do so.India is taking great advantage it has of buying weapons from almost everyone in the world. It has and contracted weapons of Russian, British, american, french, Israeli and other european countries. Its supplier base is very wide unlike Pakistan or china which has only a few countries as major assured supplier like chinese weapons for pakistan and russian weapons for china…and hence India is acting smart to Increase its military strength all the while giving it a very low profile.
Me-leo,
Impressed with your effort to know about Indian military modernization plans. I’m sure you’ve take a reference from wikipedia then you also have checked the military modernization plans of Pakistan.
Can you tell me why Pakistan is modernizing it’s military in such an unexpected rate? The reason is simple that is Pakistan assumes India as a threat and preparing for any massive attack from Indian side. After 26/11 Pakistan is modernizing it’s military very rapidly because this is true that next 26/11 accident may spark a serious war between India and Pakistan.
I’ll not show you about Pakistan’s military preparation for future because you’ll find it. India is modernizing it’s military because of China’s behavior and his massive building infrastructure along border. Since last 16 months China has adapted a policy to keep India in pressure by it’s intolerable speeches and actions.
Tell me if China is developing infrastructure inside his border then why he is objecting when India is doing the same?
Within few months Pakistan has moved thousands of soldier to west border to deploy along Indo-Pak border. Pakistan is strengthening his bunkers, creating new bunkers, watchtowers etc. is not seems normal.
Tell me a simple question if India and Pakistan engage in any war then wouldn’t China give military support to Pakistan against India? Pakistan and China both are friends to weaken Indian position and adapted a policy to encircle India and India has adapted a policy of rapid modernization along with a couple of military and economical agreement with several countries to handle this situation.
I can’t predict future but one thing is sure that war wouldn’t be a good idea for any country specially when all three countries are major powers. But if it happens then definitely it would be an provoking aggression from Pakistan and China and India will respond it by a strong blow to throw out aggressor and re-capture it’s field.
India has to prepare for it and he is preparing. Simple.
If China Supports Pakistan then for India we have Russia, US, Isreal, Taiwan and Japan…..
Particularly we have the Isrealie’s…. The conventional weapons which India have is enough for tackling Pakistan in every possible way.
And I have a Question How does Pakistan increase the Military spendings? with the Aid money… I hope it is not possible as it was before… US is having a check for the Aid money spending.
China have worked so hard to come to this position. India is no match for China… Accepted…. but Chinese will be so cautious and they are in no way ready for a direct confrontation with India.. If they confront then they should forget becoming superpower, forget annexing Taiwan and it will move them 50 years back…. India too will be destroyed.
US have invested in billions of Dollars in India and China and in short term they does not want this to happen, But in a long them they want this to happen to establish themselves as sole super power for the next 100 years.
